Westminster Investment and Curation Programme


The retail sector and high streets are undergoing a major shift. Heart of London Business Alliance work in close partnership with our London stakeholders to not only maintain the economic health of our streets, but to also promote our area as a forward-thinking destination.

We are currently working with London and Partners, Westminster City Council and local property owners to deliver work streams that have the collective aim to:

  • Support businesses to locate in Westminster
  • Activate pop-ups in vacate retail units and drive footfall
  • Create jobs through business support
  • Generate positive press coverage

Voids Activation & Pop-up Programme: 12 | 12

Heart of London Business Alliance has collaborated with Westminster City Council, GPE and Appear Here, to create a pop-up boutique store for 12 emerging independent businesses, giving them the opportunity to be part of the West End’s retail offer.

The initiative is in its second year and has already incubated upcoming brands and garnered extensive PR coverage for the area to drive footfall. As the programme develops, we aim to support the transition of temporary tenants to long-term, rent paying tenants.

Future Occupiers Programme

Now in its second year, the Future Occupiers Programme is led by London and Partners, supported by London BIDs, to highlight the value of investment in London’s West End.

The strategic output is to identify up and coming global brands and on attracting digitally native consumer businesses, Space as a Service (SpaaS) operators, and experiential content providers. OCO Global are commencing research to identify the brands operating in this area.

Westminster Investment Service

Launched in 2021, Westminster Investment Service is a programme lead by Westminster City Council, supported by Heart of London Business Alliance, which sets out to proactively attract sustainable and inclusive business investment into the city, assist existing entrepreneurs and Westminster businesses to scale their activities and to ensure the benefits of investment reach local communities.
